After a massive Arctic fuel leak, Putin signs a law requiring firms to be ready for oil spills

The law comes after 21,000 tonnes of fuel leaked from a tank in Norilsk, polluting soil and rivers there.

MOSCOW — President Vladimir Putin on Monday signed legislation requiring companies involved in oil production or handling other hydrocarbons to have adequate resources for a contingency plan in the case of a spill.
