COPENHAGEN — On a windy August afternoon in 2017, Akitsinnguaq Ina Olsen was relaxing in the old harbor of Nuuk, Greenland’s capital, when a Chinese icebreaker sailed unannounced into the Arctic island’s territorial waters.
