Appeals court halts construction at ConocoPhillips’ Willow project in Alaska’s Arctic

The order stops gravel road construction until a lawsuit over the project is settled, likely delaying any work until at least next winter.

ANCHORAGE — An appeals court has blocked construction of ConocoPhillips’ $2 billion-plus Willow oil project in Alaska’s western Arctic, putting on hold plans for one of the biggest oil projects in North Slope history.
