Norway won’t participate in a major European NATO exercise next year

Iceland, which doesn't maintain a standing army, and Norway are the only two NATO members that won't take part.

NATO’s northernmost country, with a direct border to Russia’s militarized Kola Peninsula relies heavily on allied reinforcements, but lacks capacity to join when its allies will train how to provide support in a war scenario.
