Meanwhile, technical issues mean a two-year delay before the most recent set of interceptors in Alaska will be operational.

WASHINGTON — Just when it looks as though North Korean leader Kim Jong Un may restart his ballistic missile testing program, U.S. President Donald Trump has proposed trimming the missile defense budget, even as one set of deterrents is delayed by two years.
